Governor Ariyoshi Foundation 10 Mission & Goals
The following are the mission and goals of the Governor Ariyoshi Foundation:
1. GALT (GAF Leadership Training Program): To transform the hearts of Generation Z into “giving” hearts. To teach and instill in Hawaii’s youth 1.) Basic good governance including fiscal responsibility & 2.) Leadership qualities and values that Governor Ariyoshi is known for like honesty, integrity, standing up for what one believes in and voting one’s conscience, upholding fairness, an unwavering sacrifice to the people, giving to the people, and to always think about the future and plan for the future.
2. To Promote Fiscal Responsibility in the Government Budget Planning Process Through Print Literature: Fiscal responsibility was a hallmark of the Ariyoshi administration. Governor Ariyoshi is known for his legendary fiscal responsibility that has resonated from the shores of Hawaii outward reaching Continental U.S.A. and beyond internationally. As Governor for 14 years, he never raised a cent in taxes. In fact, Governor Ariyoshi left a $500M ($500,000,000.00) surplus when he left office.
3. VISION: Governor Ariyoshi’s visionary projects resulted in the “Good Hawaii” that we know today. He was always supportive of the tourism industry, but did not want to rely on just one industry so he started and promoted new industries including astronomy, aquaculture (which is a $100 million+ industry today), diversified ag (which is a $400M+ industry today) - ocean technology and his energy program was the leading in the nation based on R&D of bagasse, ethanol, geothermal, OTEC, hydropower, wind and solar.
GAF would like to continue his vision by starting and promoting new industries that will insure a good future for Hawaii 20 or 30 years later including ocean-related technology, space exploration, research & development, clean technology, clean energy, traffic flow enhancement, City water distribution control system, smart ag, etc.
4. CLEAN TECH: To invite clean technology firms to come to Hawaii to do business - to relocate their headquarters here, open branch offices and/or build out facilities to undergo R&D in Hawaii.
5. Ocean Related Technology: Governor always said that “we are surrounded by water” and that “we cannot compete with Silicone Valley and that rather we should focus on areas and industries where we have an advantage such as astronomy, aquaculture, diversified ag, ocean technology and space.
NELHA was one of the Ariyoshi administration’s signature projects. It started when Governor purchased a parcel of land on the Big Island, then installed a 40 inch diameter pipe at a depth of 2,200 feet. When you draw up cold water, through the temperature conversion, you generate energy. This was OTEC. However, in the interim, the State realized that the water was nutrient rich and Governor Ariyoshi then suggested ”Why not use this mineral rich water to grow kelp, abalone, seaweed, oysters, pearls and lobsters?” Today, NELHA is a success story for NELHA has invited a number of marine technology related firms who now are leasing and operating out of NELHA.
6. To Promote Hawaii Sustainability: To protect and entrich our Aina (soil) through organic farming methods that will insure that the soil becomes richer with a plethora of good microbes, bacteria, fungi, protozoa and highly charged with ion action producing crops that have a higher nutritional value and mineral count including sodium, potassium, magnesium, calcium, iron, copper and zinc.
7. Promote Hawaii as the Center of the Asian Pacific Region: This was one of Governor Ariyoshi’s lifelong work and his achievements in this area are profound - having insured long lasting benefits for Hawaii extending into the future.

9. Hawaii State Plan: The Hawaii State Plan is a crowning achievent of the Ariyoshi administration. The Hawaii State Plan represented a milestone in Hawaii’s, or any state of the Union’s history, which signaled for the first time that people of diverse backgrounds, professions, industries, incomes, public sector/private sector and from all districts, of all islands statewide - got together and planned for Hawaii's future.
The Hawaii State Plan is a broad, longterm and comprehensive planning tool that includes overall theme, goals, objectives, policies and guidelines and establishes an integrated planning and implementation system to deliver on those policies.
The Hawaii State Plan consists of 12 functional plans that touch on areas of water, land use, energy, human resources and the prioritizing our resources.
GAF would like to encourage the citizenry to become more future oriented and think long term and to think along these same lines of “planning for a preferred future”.
10. PREFERRED FUTURE: And finally, one of Governor Ariyoshi’s greatest achievement was to talk about a new concept, notion and idea of a “preferred future” and to make it a priority of his administration to work towards this goal.
In his 1974 State of the State address, Governor Ariyoshi asserted “We must not become victims of external forces who decide our future for us, but rather we must take control over our own future and become masters of our destiny..."
In his 1978 Inaugural speech, he elaborated “Here in the Aloha State, we are determined that the wave of the future... will be a wave that we generate and not one that rolls over us like a giant tidal wave that could destroy this fragile and this very lovely place. Finding what I have called a “preferred future” is not an easy task... but we are at work on it...”
GAF would like to continue Governor Ariyoshi’s work towards the attainment of his goal of this preferred future for Hawaii.
